故事发生在民国年间。南方都会德城是一座充满罪恶的城市，这天，警局公孙泽（王凯 饰）探长收到“蓝信人”死亡预告信，他急忙带人赶赴预告地点。赵小曼从天而降摔死在警方眼前，法医胡雪莉（张俪 饰）疑为自杀，但检查官包正（张铎 饰）断言是谋杀。正在这时“江南船王”的女婿陈士美（刘牧 饰）又被炸身亡，来德城寻夫的秦晓莲（刘雨鑫 饰）成了嫌疑人。古玩店发生命案，包正、公孙泽及探员展超（胡宇威 饰）全力侦破。蹊跷事一波未平一波又起，德城议长赵训（高曙光 饰）刚出生的儿子阳阳在医院被人用死猫偷换，经多方周旋，竟破获了一个非法医药集团的惊天阴谋......。Inspired by W.G.
